You will see the Administer Tab if you log in using your 'snoopdave' account which is the account you used to create this issue with. 
Your comment about not accessing the projects admin area was done with a djohnson account , you are using and therefore confusing
two accounts.

Please change the project name from "Apache Jena" to "Jena" so that this project follows the same pattern as other Apache projects.

Also, I'm currently listed as the project lead for Jena in JIRA but I cannot get to the JIRA Administration page for the project. Do I need administrative rights?
