ATS 6.0.x Branch Created

I created the 6.0.x branch for the 6.0.0 release tonight.  If there is something that needs to be merged into the branch for the 6.0.0 release, please mark the Jira ticket for backport.

Awesome! I’ve built and installed 6.0.x on both docs.trafficserver and ci.trafficserver. I think we have at least one issue so far:

	https://issues.apache.org/jira/browse/TS-3710

I’ve also setup the CI build system for the 6.0.x branch, but it’s not quite working yet (soon though).
