[PR] Fix Linux CLI checks and streamline CI [bifromq-tenon]

- Accept the documented Linux resource-limit startup notice while retaining strict checks for other Runner diagnostics.
- Cache the fixed cargo-generate binary by platform and toolchain. Remove the standalone Lua C sanitizer harness and job while retaining the Rust-side Lua regression tests.
- Upgrade checkout and artifact actions to Node 24 releases and pin the documentation job to Ubuntu 24.04.
