I created my account on Bintray and completed auto uploading configurations: https://github.com/apache/arrow-dist/pull/7

We can go to the next step, publish APT and Yum repositories. Apache Aurora doesn't provide APT and Yum repositories. Apache Aurora just provides .deb and .rpm. We may need to find an Apache project that provides APT and Yum repositories to decide our way.
