    Modify ITs to use Junit timeout rule

    The currents ITs should be modified to use Junit timeout rules like in #792.    Thinking it would be nice to do the following for all ITs.
    
     * Make timeout configurable in some way.  Could possibly use Java system property so that timeout can be set on command line with Maven.
     * Remove custom timeout code in test that wait for an arbitrary time for a condition to be met.  Change the code to wait for the condition indefinitely and rely on timeout rule.
     * Examine timeout test parameters and see if can be removed after adding rule.
