One possible solution:

In com.opensymphony.xwork2.util.XWorkBasicConverter.doConvertToString add this else clause:

else if (value instanceof Double || value instanceof Float) {
    NumberFormat nf = NumberFormat.getInstance(getLocale(context)); 
    result = nf.format(value);
}
