Is psml file generated for each and every user by psml generator

i am a user.kindly help.
i want to display the portlets according to my look and feel.how can i
achieve this.a psml file is generated for each and every user or existing
file is modified.

We have created a new user in jetspeed with oracle as database on linux
platform.the entry for the new user has been created in database
successfully and are able to login with the new user login name
successfully.the jetspeed is being used with tomcat server.

Query: Where is the psml file for the new user stored in jetspeed folder
and how is this psml file generated.(the relevant jsp files)

the psml(jetspeed/WEB-INF/) folder for default users of jetspeed viz admin
and turbine exist along with users folder.in these folders a default.psml
file exists.

Immediate reply will be highly appreciated.
