The scenario is like this:
 # A cluster exists
 # A RAFT leader installs a snapshot on a follower
 # While this happens, another node is started

The most interesting part is to make sure that the new node addition triggers a rebalance and check how it interacts with an ongoing RAFT snapshot installation.
