The SCA 1.0 specification XSDs are now available from:
http://www.osoa.org/xmlns/sca/1.0/
That location also includes a license file which grants permission to use and repackage the files within projects implementing SCA.

Mike, license for these is only granted to a "compliant
implementation" which might preclude us from including these in SVN
or including them in any interim releases. I've asked on legal-
discuss if this would be an issue for us as part of approval for
using this third-party license.
