The issue is still present. Netbeans 11.2, JDK 11. The problem is Netbeans doesn't append module name to URL. It tries to open:
https://docs.oracle.com/en/java/javase/11/docs/api/java/lang/Number.html
instead of:
https://docs.oracle.com/en/java/javase/11/docs/api/java.base/java/lang/Number.html
