    Fix Version/s: 2.10.0

I've changed the side-bar so that the "Download" link points to the Xerces TLP download page [1]. The TLP download page includes links to MD5 and signature files for each of the packages.

This will be updated on the web once Xerces-J 2.10.0 is released.
