[I] pre-commit run warnings for `deprecated stage names` [cloudstack]

   Seen in the image below and at the link.
   
   When we first started using pre-commit we were back on Python 3.6.  So now the version is set at 3.10.
   
   I'm going to submit a PR to fix this.
