ErrorsTag display blank if resource not found

Summary: ErrorsTag display blank if resource not found
           Product: Struts
           Version: 1.1 RC1
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Custom Tags
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: jspiewak@axeda.com
                CC: jspiewak@axeda.com

Currently if a message resource is missing, the ErrorsTag will just display a
blank message. It would be more helpful for developers if the name of the
resource were displayed, similar to what the JSTL fmt:format tag does:

???this.is.a.resource???
