   ## What is the purpose of the change
   
   This PR converts hive-metastore jar dependency scope from 'compile' to 'provide', so that we can allow users to provide their own hive jar and use a specific hive version they want.
   
   ## Brief change log
   
   - changed hive-metastore jar dependency scope to 'provide'
   - removed bundled license file and NOTICE file
   
   ## Verifying this change
   
   This change is already covered by existing tests, such as *HiveCatalogGenericMetadataTest* and *HiveCatalogHiveMetadataTest*.
   
   ## Does this pull request potentially affect one of the following parts:
