Its very nice that you want to contribute, and maybe I can help you, but
you need to send the idea to
dev@openoffice.apache.org <de...@openoffice.org> (see cc)

where one or more of the current administrators can point you in the right
direction.

Changing the navigation is something highly needed, but also something the
community  need to agree on.
