[BEAM-10054] Pipeline stalls with DirectRunner

Could somebody familiar with the Python SDK take a look at this problem?
It manifests in the Direct Runner stalling execution.

Tests are passing but I'm unsure about the context of the commit which
introduced the change (linked in the PR):
https://github.com/apache/beam/pull/11777
