Distributions go svnpubsub

Hi folks,

I took the freedom to ask Infra to move our distribution directories to
SVN (https://issues.apache.org/jira/browse/INFRA-7479). I understand
that this is now the recommended way of distributing packages. It's also
much easier to manage.

Check it out (literally) at
https://dist.apache.org/repos/dist/release/turbine/

Please note that there is also now an area for development packages at
https://dist.apache.org/repos/dist/dev/turbine/
