Plan:

- add a new interface defining a checkConsistency variant that can be invoked from test cases in a meaningful way
- have BundleDBPersistenceManager implement it, with the old code refactored to use the new implementation
- wire the check into test cases that are relevant (such as ConcurrentImportTest)
