I think the issue is that Freeze/Thaw are not common across VM managers - e.g. Vagrant/SCVMM. Start/Stop seem like a good alternative and it will match with the management commands where Stop is expected lose all non-persisted state.
If Stop and Destroy are confusing then we can go for Delete. However, I personally prefer Destroy as Create/Destroy go together. _Destroy itself has a cautionary tone to it. So it should stand out against Stop_
