changes.txt that brings us up to current. Did it in Hadoop's style (newest at bottom of each section with attribution of original contributor) just because that's the style I know.

Hive decided to get rid of changes.txt after maintaining it for few years ( HIVE-1882 ). I concur with most of the reasons listed there. Thats why we didnt put it in HCatalog. What do you think?
