Pulsar Standalone hasn't been cleanly shutting down Bookkeepers and Metadata store (RocksDb). There's a PR https://github.com/apache/pulsar/pull/22868 to fix this. This might explain why Pulsar standalone hasn't been stable with RocksDB based metadata store. 
Another fixed bug is https://github.com/apache/pulsar/pull/22852 impacted RocksDB metadata store shutdown. However it wasn't showing up in Pulsar Standalone since the metadata store was never cleanly shutdown.
