   Throw `ServerRefusedConnectionException` instead of `NoSubscriptionServersAvailableException` if a newer client attempts to register interest on an incompatible older server.

   The DUnit failure seems unrelated to this PR:

               at org.apache.geode.distributed.internal.ClusterDistributionManager$Stopper.generateCancelledException(ClusterDistributionManager.java:2871)
