### Describe the bug
Build and test Authz plugin on Ranger 0.6.0 with
```
build/mvn clean package -pl :kyuubi-spark-authz_2.12 -Dranger.version=0.6.0
```
There are 6 tests that failed including repeated failures in the tests of `show functions` and `[KYUUBI #3608] Support {OWNER} variable for queries`.
```

Tests pass on other supported Ranger versions over 0.6.0, including 0.7.0/1.1.0/1.2.0/2.0.0/2.1.0/2.2.0/2.3.0.
