I just bumped into this very same problem.
I also fixed it by switching to tcnative dll 1.1.8 (from whatever version was 
included with Tomcat 5.5.20)

My working config is:
Tomcat 5.5.20 + tcnative 1.1.8
IIS 6.0
isapi_redirect.dll 1.2.20
Windows 2003 server
jdk1.4.2_12
