Private@ subscription cross-checks

I've done some work to show which PMC members are not subscribed to
the corresponding private@ mailing list.

If a member does not appear to be subscribed, this could be displayed
as a warning in the Committee listing.

However it occurs to me that this information should probably be restricted.

Obviously the private@ moderators should be able to see this info (and
could be shown the actual emails in use).

But it might be useful to show the basic subscription status to other
classes of people.
For example PMC members and ASF members?

Also, if there are subscribers who are not PMC members (and not ASF
members) it might be useful to show this info to at least the
moderators for the private@ list.
Again, the private@ mods should be able to see this info.

Should any other classes of people be able to see the emails of people
who don't appear to warrant being subscribed?

Note: of course this relies on LDAP records containing the correct
list of email addresses.

I decided it was OK to show the info to private@ moderators and ASF members.
