Reporter/Projects VM needs a reboot

The reporter/projects VM needs a reboot.

Partly because the MOTD says so, but mainly so the system daemons can
finally pick up the TZ change that was made a while ago.

Some log files still show times according to the original TZ, which
was 8 hours adrift.
This is quite confusing.

Any objections if I do the reboot later today?

Rebooted successfully.

There was a minor issue in the crontab for www-data (typo); this has been fixed.

AFAICT the projects and reporter apps are working fine.
