update navigation to remove tapestry link

I submitted an issue to infra to get http://apache.org updated with the new
address for tapestry at tapestry.apache.org, is there any reason I shouldn't
update the jakarta site docs to remove this link now?

I was also going to add a short news announcement to mention the move if
that's ok. The redirects have been put in place and should start moving
traffic along during the next sync.
