I have good news:

  31/05/03 15:07:32 Servicing Mail1054407801501-1 by Local Delivery Mailet

That is 7:12 to send 10,000 messages: 23.15 messages per second.  And that
is for the first message, which has the overhead of preparing the mailboxes.
The second message:

  31/05/03 18:35:10 Servicing Mail1054420275054-10003 by Local Delivery
Mailet
  31/05/03 18:38:24 Processed Mail1054420275054-10003 through transport

which is 3:14, or 51.55 messages per second.

I'm going to test again after reverting one change, and see if the
performance dies again.
