what about just create a new filter (something like the attachment EncodingAndRequestWrappingFilter) to do the encoding and wrapping. It just contains code that does encoding and request wrapping copied from Dispatcher. We could also do without this new filter but put those codes instead in ActionContextCleanUp.

There are still big problems with this patch. First, both the action cleanup filter and the filter dispatcher are creating their own dispatcher instance. This means the configuration is loaded twice as is all the beans. Second, the filter dispatcher itself can use its init params to set properties for the configuration, but if the cleanup filter is used, it won't have them, so it'll load a very different copy of the configuration. Finally, it is still somewhat unclear as to what is going on. The internal copy of the dispatcher and the real one isn't intuitive.
Currently, a design goal for the filter is to support multiple filter dispatchers, each with their own twist on the configuration. For example, one filter might use one action mapper, while another might use a different one. This would be possible with the single filter design. The question is how best to handle the action cleanup filter to ensure that 1) it doesn't create another configuration/dispatcher instance and 2) it will be linked to the correct filter dispatcher.
I'm leaning toward going back to not having the cleanup filter try to initialize the dispatcher and set the encoding on the request. If the user is advanced enough to be using sitemesh and want special encoding for the request, they can create a simple filter to do that. Heck, we could provide that simple filter. The action cleanup filter can still be used to cleanup the request before the response is completed, but it shouldn't be tied to a single filter dispatcher.

Well, was the original issue is that we wanted to set the encoding for the request before sitemesh got a hold of it? If so, what about having the filter dispatcher set a servletcontext attribute with the encoding, which the cleanup filter will use to set the encoding. Then, we would get the encoding but without needing a second dispatcher instance.

I was under the impression the Sitemesh filters only executed jsp/velocity/freemarker templates after the request had been processed by subsequent filters. If so, then the proper Struts objects would already be initiailized correctly without any extra work by the cleanup filter on the inbound. If I'm wrong, the plot indeed thickens :)
