<version>2.4</version> <!-- same with 2.2 -->
<configuration>
<useRepositoryLayout>true</useRepositoryLayout>
</configuration>
</plugin>
will do it!

The name {{useRepositoryLayout}} can be used for the plugin configuration.
For the commandline parameters you _always_ have to use the expression, so in this case {{mdep.useRepositoryLayout}}.
Your command should be {{mvn dependency:copy-dependencies -Dmdep.useRepositoryLayout=true}}
