Velocity 1.3.1
Hello.
Is there is a reason why the 2.3 branch is not using Velocity 1.3.1? It was
released 2003-03-31.

Well, getting a newer, bugfixed release is very much a reason for me. Even
more so, because we don't need to expect any ugly surprises.
I'd say it is more a question of "nobody actually did this". :-)
