   ## What changes were proposed in this pull request?
   Relocate the separated scripts and confuguration file to the same directory,
   and modify the ```dist-layout-stitching``` to layout these files to right directory in distribution.

   ## How was this patch tested?
   Just ran the command in ```hadoop-ozone/```:
   ```mvn clean package -Pdist -Dtar -DskipTests```
