VCL-16 jira issue

All,

In order to get closer to finalizing the Apache VCL 2.1 release. I pushed 
jira issue VCL-16 'polish cluster reservation process' to 2.2 roadmap.

The clustering feature of VCL is working, it needs to be improved and would 
take some time to complete.

If there are any objections please let me know.
