Adding custom state

Hi all,

Although I have posted e-mail about window state to pluto dev. list, I
couldn't get a feedback about my question.

Could anyone suggest me a way to implement a custom state?
I have added "supported.windowstate = move" to
configService.properties configuration file but I don't know how and
where to implement this state in source code.

Any help, suggestion will be appreciated.
