This is related to OAK-4066. The fix over there to improve suggestion generation was to build suggestions for any (visible) change in repository if {{suggestUpdateFrequencyMinutes}} have elapsed.

It might be useful to do better and not require even that commit. {{AsyncIndexUpdate}} even today, does poll for visible changes - in absence of those it doesn't invoke IndexEditors. To fix this issue, we might want to open a hook from AsyncIndexUpdate to do such periodical index-related tasks (I think it's easier to hook into polling done by async indexing than creating a new timer altogether).
