[VOTE] The 1st HBase 0.98.16.1 patch release candidate (RC0) is available

The 1st HBase 0.98.16.1 patch release candidate (RC0) is available for
download at http://people.apache.org/~apurtell/0.98.16.1RC0/ . No temporary
Maven repository this time unfortunately because repository.apache.org is
currently down.

This release contains the same changes as 0.98.16 plus a revert
of HBASE-14689 (Addendum and unit test for HBASE-13471), and corresponds to
the tag '0.98.16.1R0' (403796f) in the Apache HBase git repository.
Although 0.98.16 appears stable the HBASE-14689 change was problematic when
committed to later code lines and has been reverted in 0.98.16 branch as
well out of an abundance of caution.

I have made some preliminary assessments of this RC:
- Unit test suite passes 20/20 times on 7u79
- YCSB workloads A-F, using one YCSB client
- PE workloads randomWrite, sequentialWrite, randomRead, sequentialRead,
randomSeekScan, and scanRange1000, using 10 PE clients

The API compatibility report with respect to the previous release can be
found at
http://people.apache.org/~apurtell/0.98.15_0.98.16RC0_compat_report.html .
There are no reported binary or source compatibility issues with user
facing public or LimitedPrivate interfaces. Users should not be
implementing the HConnection interface so will not be impacted by the
addition of a new abstract method.

With 4 +1s (including my own), and no 0 or -1 votes, the vote for
0.98.16.1RC0 has passed. I will send the artifacts onward for distribution
and send out a release announcement shortly.

Verified hash and signature.

Built from src including site.

Checks out. Doc looks good and for right version.

Started her up and loaded 10M. Verified it there. Shut it down. Checked
logs.
