[~hitesh], [~pramachandran]. Attached an alternative to the RMWebServices approach. Instead, as early as feasible log the dag containerLogs to the ATS. This prevents us from hitting the RM WebServices and possibly the Generic History Server as the primary source of DAG containerLogs.
