sorry for update later ,currently if no value was set for dfs.datanode.directoryscan.throttle.limit.ms.per.sec, the following message will always appear , we can still respect the default value as 1000, means no rate limit. and we also need to keep the same value for DFS_DATANODE_DIRECTORYSCAN_THROTTLE_LIMIT_MS_PER_SEC_DEFAULT and value in hdfs-default.xml
