Usage example of Criteria class

Is there one I can look at.
 
I am trying to build functionality where I can select from database based on certain criteria entered by user. Is this the right class to use? Docs say it only filters results from the hash table. Does that mean it Turbing/Tourque will bring all the data to hash table from database?
