The current model supporting configuration of application and components is very
focussed on the needs of a site manager.  No facilities are provided for the
introduction of default configurations or release configuration (as distinct
from deplyment configurations).  Examples of possible approaches to enhancing
configuration management through (a) seperation of release versus site
configuratioin, and (b) supporting for configuration chains are operational
within the Merlin container.  It is also desirable that Pheonix and Merlin
approaches to compent configuration are normalized.
