Jira Logo

I've had a quick go at installing a logo in JIRA

e.g.
https://issues.apache.org/jira/browse/JENA-1828

To me it looks a bit blurry. It look fine in the original but not by the 
time it display in JIRA; some resizing issue probably.  I'll have 
another go if we want the customization.

There again, I have a new 4K screen and lots of things that used to look 
fine, now don't. The screen is too good sometimes!

(The SVG is in jena-site/content/images)
