Is there any reason why WebHCatDeploymentContributorTest couldn't be
moved from gateway-test to gateway-service-webhcat?

No, in fact I think that is where it belongs.  Not sure how it ended up 
in gateway-test.  The only consideration would have been dependencies 
but gateway-service-webhcat certainly is allowed to and does depend on 
gateway-spi which provides the imported 
org.apache.hadoop.gateway.deploy.ServiceDeploymentContributor
