[users@httpd] How to Build APXS on Win2k with httpd-2.0.52?

Hello Everyone,
On Linux, I was able to build the utility APXS by default. However, APXS just seems missing on Win2k.  I am wondering if someone could tell me how to build APXS on Windows with Apache2.  Or is APXS a UNIX only utility? 

Any pointer is greatly appreciated.
