[Bug 62678] SEE ALSO section absent from manpages

this cause could be much likely that in the xml files are not included the
<seealso> tag </seealso> at the summary section. so at the time the its the
documents are built, if its not included in the xml it wont generate this
secction on the documents.

on the other hand, we should first look at

suggestions are welcome even corrections
