bq.Deletes without visibility expressions should match only cells without visibility labels
Oh is it.. I thought we would be checking the user auths and then deciding what to delete.  Anyway I have a patch for doing this which does as stated in the JIRA title.  
Let me prepare a patch for HBASE-11384 then.
