    Description: 
Currently we can only create replication streams when the clusters are down. We need to be able to:

- Create a new stream (one master and 1-* slaves)
- Add a slave
- Remove a slave
- Delete a stream

Sorry Jeff I wasn't there yet, in Jira when you open a sub-task from the main task you cannot set the description right away so you have to come back and edit.
