[PR] NIFI-15348 - Removed netty-codec-classes-quic exclusion for reactor-netty 1.3.1 compatibility [nifi]

pvillard31 opened a new pull request, #10650:
URL: https://github.com/apache/nifi/pull/10650

   # Summary

   NIFI-15348 - Removed netty-codec-classes-quic exclusion for reactor-netty 1.3.1 compatibility

When we initially bumped reactor-netty to 1.3.0 we noticed the error described in [NIFI-15229](https://issues.apache.org/jira/browse/NIFI-15229) and we fixed the problem by adding an exclusion on QUIC.

Between reactor-netty 1.3.0 and 1.3.1, they changed the way things are being checked and when Http3.isHttp3Available() is being called. So this is now causing this new issue since we moved to reactor-netty 13.1 with [NIFI-15333](https://issues.apache.org/jira/browse/NIFI-15333).

This is the commit that changed the approach: https://github.com/reactor/reactor-netty/commit/02f96e277d9e4fbb7f3f15af97286f556c12b630

So now we cannot exclude QUIC but we should only explicitly exclude HTTP3.

Thank you. This worked. I tested it on both Linux and Windows and they are both working.
