Missing resources attribute org.apache.struts.action.MESSAGE on W eblogic 5.1

I am implementing the 9/18/2000 binary distribution of Struts on Weblogic
5.1.  I am getting the same error mentioned in the INSTALL document for
Orion users, namely, "javax.servlet.jsp.JspException:  Missing resources
attribute org.apache.struts.action.MESSAGE" when running struts-example.  I
have tried the workaround described in the INSTALL document, i.e., unpacking
the .jar file, moving ACTION.XML up one level higher than /WEB-INF, and
changing the value of the "config" parameter in WEB.XML to reflect that
move.  However, this does not seem to have any effect on the problem.

Does anyone have any other experience with this error?
