Christopher Tubbs resolved ACCUMULO-2335.
-----------------------------------------
    Resolution: Not A Problem

The scripts were rewritten in 2.0 to do some of what was described here, and this issue may now be out of date. If there is still more to do, please open a new issue or pull request at https://github.com/apache/accumulo

> See discussion at ACCUMULO-2329. Basically these files need to be checked only in start/stop scripts, and not always required.
> In a bigger picture, the start/stop scripts should be formalized into host-oriented scripts, while the {{accumulo}} script should be formalized into a process-oriented scripts. This will also help us separate host/network specific logic/configuration and process invocation logic/configuration.
> This will ease the programmatic integration of Accumulo by 3rd parties.
