XML Schema 1.1 Ant build working again


The build.xml was missing references to PsychoPath and Java Cup and there
were a couple source files with non-ASCII characters that the compiler
wasn't happy with. Looks like this was broken for several months but none
of us noticed. Would probably be a good idea to get the XML Schema 1.1
build added to Gump so that we get notified about these issues when they
creep in.
